Welcome to the jmtx webFreight and Trade Committee Meeting The next meeting of the JMTX Freight and Trade Committee is scheduled for Wednesday, December 3rd at 1:30 p.m. at the JAXPORT First Floor Boardroom.
This meeting will include updates from Food and Drug, as well as a discussion of recent problems in draying containers to the Container Inspection Facility. I encourage vessel agents to attend if possible.
NOAA Releases Compliance Guide for Speed Rule
NOAA Fisheries has just released
a
Compliance Guide for the Right Whale Ship Strike Reduction Rule,
which summarizes the details of the rule and can be kept on the
bridge for quick reference. As you are aware, the rule implements
speed restrictions of 10 knots or less in areas and seasons along
the US East Coast where right whales are known to occur. The final
rule was published in the Federal Register on Oct. 10, 2008, and
will come into effect on December 9, 2008.
The compliance guide, along with the Federal Register notice and background documentation, is available at: http://www.nmfs.noaa.gov/pr/shipstrike. Laminated copies of the compliance guide are in production and will be available in the near future. In the meantime, we hope the electronic version will at least facilitate a better understanding of the new regulations and assist you in providing guidance to your crew and/or fleet.
NOAA Publishes Right Whale Ship Strike Final Rule
The final rule to implement the
Operational Measures of the North Atlantic Right Whale Ship Strike
Reduction Strategy has been approved and will publish in the Federal
Register on Friday October 10, 2008.
The final rule implements operational measures to reduce the occurrence and severity of vessel collisions with endangered North Atlantic right whales. Among other measures, the final rule requires vessels to travel at ten knots or less during the seasons whales are expected to be present, in designated areas along the East Coast. It will be up for renewal in five years, after NOAA's Fisheries Service assess its effectiveness. The rule will go into effect in early December, 60 days after publication in the Federal Register. 2008 Jacksonville Maritime Classic
The Jacksonville Maritime Classic Golf Tournament was a great success,

Freight and Trade Committee Meeting Minutes The minutes of the Sept 3, 2008 meeting of the JMTX Freight and Trade Committee are now available in the JMTX web Library.
Pilots ease Draft Restrictions The St. Johns Bar Pilots have adjusted the restrictions on deep draft vessels sailing from berths down river from the BP Terminal. Effective immediately, vessels with a draft of 36 feet or less (at their berth) sailing from anywhere downriver of buoy #59 (Mile 16.0 - BP Terminal) may sail at any stage of the tide/current. See Capt. John Atchison's letter of August 14, 2008 in our library for details and specific wording of the new guidance. CBP Issues Container Sealing Guidance Customs and Boarder Protection has issued a new Port Bulletin to advise the trade of the new sealing requirements for sea containers transiting to the United States. CBPPB 2008-JAX-013 is available in our Library. CG Sets TWIC Enforcement Date for Jacksonville Coast Guard Sector Jacksonville has issued a new Port Safety Information Bulletin PSIB 13-08 announcing the enforcement date for the Transportation Worker Identification Credential in the port of Jacksonville. The official date has been set as December 1, 2008 for TWIC enforcement in the Captain of the Port Jacksonville zone. Owners and operators of facilities must implement access control procedures utilizing TWIC no later than December 1, 2008. See the PSIB 13-08 or http://homport.uscg.mil/twic for more information.

Coast Guard Publishes Marine Safety Performance Plan The Coast Guard has published a rather extensive Marine Safety Performance Plan that outlines proposed efforts to improve marine safety services to the Maritime Industry. A copy of the plan is available in our library under the misc documents section.

The Jacksonville Marine Transportation Exchange is Jacksonville's maritime trade organization created to work for the success of its membership and coordinate the safe, secure and environmentally responsible management of the marine transportation system within the port of Jacksonville. JMTX's goal is to work in partnership with the port stakeholders to make Jacksonville the port of choice.
